Registered Electronic Mail
- Registered Electronic Mail is a transmission service that uses email technology while also creating and storing legal proof of the sending and receiving of emails. This service is provided by KEP Service Providers (KEPHS) authorized by the Information and Communication Technologies Authority (BTK).

About Documents Received via Registered Electronic Mail
On February 2, 2015, the Official Gazette No. 29255 published the "Regulation on Procedures and Principles for Official Correspondence," and Article 28 of this regulation provides for the electronic transmission of official documents signed with a secure electronic signature between institutions within the framework of Electronic Document Management Systems.
Electronic correspondence must comply with the e-Correspondence Technical Guide prepared and enacted by the Ministry of Development, based on Article 3, Paragraph 1(i) of the same regulation. This Guide specifies the standards to be followed for electronic document management systems developed by public institutions. Furthermore, according to Article 28, Paragraph 8 of the regulation, which states, "The sending and receiving of documents with secure electronic signatures must be recorded through a third party authorized by relevant legislation," it has been clarified that the "third party" referred to is the Registered Electronic Mail system.
In this context, our university transitioned to an electronic correspondence system in 2018 and began using the Registered Electronic Mail system to send and receive documents, with the address kayseriuni@hs01.kep.tr established in the same year.
Official documents received through our university's KEP address are forwarded to the relevant department via the Electronic Document Management System and are not sent in physical form. Attachments to these documents should be checked in the "Attachments" and "Related Documents" sections of the system.
