According to the "Regulation on Electronic Notification" dated December 6, 2018, individuals and legal entities subject to the obligation to receive electronic notifications must obtain an electronic notification address from PTT within one month of the obligation commencing on January 1, 2019.

Electronic Notification and National Electronic Notification in 10 Questions

  • What is E-Notification?

Electronic Notification in compliance with Law No. 7201 on Notifications and the Regulation on Electronic Notification published on December 6, 2018, involves the following.

  • What is an Electronic Notification Address?

It is the notification address created by PTT in a single and unique manner, based on the identity information of real persons and the system information they are subject to for legal entities, and recorded in the National Electronic Notification System (UETS).

  • What is the National Electronic Notification System?

A system established, operated, and secured by PTT A.Ş. for the purpose of managing electronic notification processes in accordance with Law No. 7201 on Notifications and the Regulation on Electronic Notification published on December 6, 2018.

  • Is it mandatory to obtain an address from the National Electronic Notification System?

With the law numbered 7101 published on March 15, 2018, an amendment was made to Article 7/A of the Notification Law numbered 7201 and it was recorded that notification to the real and legal persons specified in the following articles must be made electronically.

  1. Public administrations and their affiliated revolving fund organizations included in the tables (I), (II), (III) and (IV) annexed to the Public Financial Management and Control Law No. 5018 dated 10/12/2003.
  2. Local administrations defined in Law No. 5018.
  3. Other public institutions and organizations established by special law and funds and guarantee funds established by law.
  4. State economic enterprises and their affiliated partnerships, institutions and enterprises.
  5. Other partnerships whose capital is more than fifty percent publicly owned.
  6. Professional organizations and their higher organizations that are public institutions.
  7. All private law legal entities, including those established by law.
  8. Notaries.
  9. Attorneys Listed on the Bar Register.
  10. Mediators and Expert Witnesses Registered in the Registry.
  11. The unit to which the persons authorized to represent administrations, public economic enterprises or other partnerships of which more than fifty percent of the capital belongs to the public, as representatives before judicial and administrative courts, enforcement offices or arbitrators are affiliated.
  • Do Natural Persons have to obtain an address from the National Electronic Notification System?

According to the relevant provisions of the law, it is not mandatory for natural persons (individuals) to obtain an electronic notification address from the National Electronic Notification System (UETS); it is optional. However, if individuals choose to obtain an electronic notification address, the law mandates that notifications to them must be made electronically.

  • Can I continue with the e-notification service at my current KEP address?

With the implementation of the National Electronic Notification System (UETS), existing KEP addresses will no longer provide e-notification services, and a new electronic notification address must be obtained through UETS. However, since UETS will be used solely for sending notification communications, electronic correspondence related to commercial activities, as stipulated by Article 18(3) and Article 1525(1) of the Turkish Commercial Code (Law No. 6102), as well as the electronic correspondence for public institutions and organizations as per Circular No. 2017/21 published on October 14, 2017, will continue to be sent via the KEP system.

  • How to get the National Electronic Notification System address?

For those who are required to receive notifications electronically, applications should be made as follows: According to Article 5(1.1) of the "Electronic Notification Regulation," real or legal persons subject to the obligation to receive electronic notifications must submit their application to the PTT within one month from the start date of this obligation. This application must be made through the relevant institution, organization, or association.

In accordance with Article 50 of Law No. 7101, and the provisional article added to Law No. 7201, during the initial implementation phase of the National Electronic Notification System (UETS), PTT A.Ş. has requested the necessary information from the relevant units for existing real and legal persons who are required to obtain a notification address. The addresses created based on this information will be distributed through the same units.

For real or legal persons who are not obligated to receive notifications electronically, optional applications for a National Electronic Notification (UETS) address can be made starting from January 1. They can apply for an electronic notification address through the online application page or at PTT centers.

  • What documents are required for the application?

Application for those who must notify electronically The following information and documents must be attached to the application:

a) Unique number and system information in the State Organization Central Registration System (DETSİS) for public institutions and organizations and unions, and system information to which they are subject for those not registered in DETSİS.

b) MERSIS number and system information for legal entities registered in the Central Registry System (MERSIS), and the system information they are subject to for legal entities not registered in MERSIS.

c) Identity information including the Republic of Turkey identity number for Turkish citizen natural persons; identity information including the foreign identity number for foreign natural persons. PTT may also request information and documents other than those specified. The relevant Procedures and Principles regarding the UETS System will be published as soon as possible. (1) Natural or legal persons who are not required to make notifications electronically may apply to PTT to obtain an electronic notification address.

(2) PTT determines the identity of the applicant based on the following information and documents:

a) For Turkish citizens, a Republic of Turkey ID card with an ID number, a passport, a valid official document that legally replaces an ID, or a secure electronic signature.

b) For foreigners, a foreign ID number, Blue Card number, passport, or secure electronic signature.

c) For legal entities, system information they are subject to.

(3) Legal entities shall notify PTT of the information and documents showing the identity information of the persons they have determined as authorized persons during the application.

  • Is there a fee for the National Electronic Notification System Address?

National Electronic Notification System addresses will be provided free of charge. However, PTT may charge a fee for additional services provided via UETS in accordance with the Electronic Notification Regulation.

  • How to Receive E-Notification?

For recipients of UETS addresses, notifications regarding received electronic messages will be sent via the email address or, according to their preference, via SMS that they have provided. The notification will be considered delivered on the fifth day from the date the electronic message is available at the recipient's address, even if the recipient has not opened the message.

In accordance with the provisions outlined in the Electronic Notification Regulation published in the Official Gazette No. 30617 on December 6, 2018, and within the scope of the National Electronic Notification System implemented by the T.C. Post and Telegraph Organization Joint Stock Company, our university has been assigned the UETS address "35148-28413-50848". All notifications, such as legal proceedings and related correspondence, intended for our university must be sent through this National Electronic Notification System.
